• introduce a range of Uses to provide a mixed new community
• provide a variety of residential uses reducing peak time travel and car usage
• replace the existing jobs with alternative opportunities for local employment
• recognise the location as a 'Gateway site'
• explore the potential to create a new type of inner-city low carbon development, and
• offer a major new public open space on the edge of the City.
